This program is initiated in year 2003 by the Commission of the Agency for Cultural Affairs (Bunka-cho).

It provides subsidies to Japanese films and Japanese film professionals and artists participating in overseas film festivals and film markets. The support covers expenses for: production of foreign language subtitles, production of promotional material, and travel expenses. A priority budget for this program is set for film works invited to the feature film competitions at major film festivals in Cannes, Venice, and Berlin and a special budget is used for young and emerging filmmakers.
